CSIRO Kick-Start — The Grant Founders Keep Overlooking

Most Australian founders have heard of EMDG and the R&D Tax Incentive. Far fewer know about CSIRO Kick-Start, even though it's one of the more accessible programs available to early-stage businesses with a research or technical challenge. Here's what it is, who it suits, and why it's worth a serious look.

What CSIRO Kick-Start is

CSIRO Kick-Start is a dollar-matched funding program run by Australia's national science agency. It connects eligible Australian start-ups and small SMEs with CSIRO researchers to undertake early-stage R&D — investigating a new idea, developing a novel product or process, or testing something the business has already developed to inform further R&D.

Funding ranges from $10,000 to $50,000 in matched contribution from CSIRO, with the business contributing an equal amount in cash. Eligible businesses can access up to two Kick-Start vouchers, with the second only available once the first project has been completed.

Who's eligible

Kick-Start is open to Australian companies that either have annual turnover and operating expenditure under $10 million in the current and each of the two previous financial years, or have been a registered company for less than three years. The business needs to be GST-registered, hold an ABN, and be able to provide the matched cash contribution.

Unlike some grant programs, Kick-Start operates on an ongoing rolling intake rather than a competitive round structure. You submit an Expression of Interest at any time, and CSIRO assesses whether your project fits its research capabilities.

Why it's underused

Two reasons. First, founders often don't realise CSIRO works directly with SMEs — there's a perception it's only relevant to large corporates or universities. That's not the case. CSIRO actively runs Kick-Start to lower the barrier for smaller businesses to access world-class research expertise.

Second, the matched funding structure puts some founders off. You need to be able to write a cheque equal to the CSIRO contribution. But the trade-off is meaningful: $50,000 of CSIRO researcher time often delivers more substantive R&D progress than $100,000 spent hiring or contracting externally.

Founder tips for Kick-Start

Make sure your project genuinely requires CSIRO's scientific or technical expertise. A project that could be done by any commercial consultant isn't a strong Kick-Start fit. Projects where you're asking 'can this material/process/biological system actually do X' tend to land better than projects where you're asking 'can you help us build out our app'.

Talk to a Kick-Start facilitator before submitting an EOI. They'll tell you honestly whether your project is a fit and whether there's a CSIRO research team with relevant capability. This conversation is free and saves you from submitting an EOI that won't progress.

Plan for a two-to-twelve month project window. Kick-Start projects don't drag — they're tightly scoped pieces of work with defined deliverables. Be clear on what you want at the end of the project, because that becomes the contract.
